Dushanbe public transport is one of the most popular and available services on organization of passenger transportation, taking active population growth over the last years into account. Rudaki Avenue, the main thoroughfare street in Dushanbe, is overfilled with tens of thousands of cars and buses every day, but trolleybuses are the main means of public transport there. Nowadays 7 trolleybus services with from 60 up to 70 trolleybuses with high capacity are used in Dushanbe, and the total trolleybus routes network spread equals 182 km. Trolleybuses carry more than 11 million passengers approximately per year that equals 10% of the total passenger flow of the capital of the Republic of Tajikistan that accrues to public transport vehicles.

In 2018 PLUTON became the Contractor of the project on retrofit of 3 trolleybus traction electrical power substations and equipment supply for 6 traction substations for the State Municipal Unitary Enterprise Trolleybus in Dushanbe, including remote control system SCADA, feeder cubicles and feeder cubicles automatics protection devices. The project included the following types of works:

  • development of detailed design with the following main parameters:
    - reliability of power supply system;
    - relaibility of equipment operation, that ensures safe and effective power supply network control;
    - traction substations equipment that is developed using the most modern technologies, that have proven their reliability and safety during operation, and is intended to 24/7 operation;
  • supply of equipment and materials, carrying out dismantling and installation works, commissioning, tests, trial run and startup of 3 trolleybus electric traction substations TS-2 (6 kV), TS-4 (10 kV) and TS-6 (10 kV);
  • development of Remote control center with installation of industrial SCADA-system;
  • replacement of feeder cubicles, including dismantling of outdated cubicles, equipment supply, installation, adjustment, tests, trial run and startup of new cubicles at substations TS-3 and TS-5;
  • supply, installation works, adjustment, tests, trial run and startup of feeder cubicles automatics protection devices at substations (TS-6 — TS-10).

Traction substations remote control center, located in traction substation TS-1, was equipped with all necessary equipment for monitoring and control of actual substations with possibility of functions expansion, and namely:

  • video wall display (observation of power supply network);
  • two operator's workstation;
  • server (main, redundant);
  • master computer;
  • remote substations data transfer device;
  • data archiving system;
  • software based on industrial SCADA system;
  • UPS.

Data exchange between substations and Remote control center is carried out via redundant GPRS mobile communication channel.
